About PMC

What we do

PMC Soil Solutions concentrates on three main areas: Contaminated Land, Soil Resources and Logistics. Working with major construction companies and smaller contractors to building and property developers or private land owners, we provide bespoke soil solutions for all kinds of projects.

Whether it’s working with our client from the very start of their project all the way through to completion or providing our technical expertise and assistance to ensure the successful completion of a particular project phase, our main concern is to ensure the safe delivery of the most appropriate, cost effective and sustainable solution.

We have a keen appreciation of the interconnected relationships between the identification of contaminants, treatment and agreement for on or off site reuse and/or soil disposal solutions. We have the technical expertise to undertake waste characterisation investigations, contaminated land investigations, analytical interpretation, assessment and options appraisals. Basically when it comes to soil and contaminated land, we know what we’re doing.

Working throughout the UK mainland from our base at the Building Research Establishment site in Watford, Hertfordshire, our highly experienced, qualified team work closely with our clients to provide the most effective and cost efficient solutions and ensure they understand the implications of groundwork activities on their project.

By providing a range of complementary, quality assured, accredited services we are able to implement commercially sustainable, individually tailored solutions, use our expertise to provide clients with a competitive edge for their tenders and deliver our services to the very highest standards of quality, safety, professionalism and commercial awareness.

Ideally we like to undertake a pro-active integrated approach, working with our clients from the initial stages of a project so that we can help them identify and manage any potential risks, avoiding delays and costly complex resolutions. But we also realise that being involved from the project outset is not always possible and we are, of course, willing and able to step in once a project is already underway and issues come to light.

Who we are

PMC Soil Solutions’ founder and director Paul Cordrey has 20 over years’ experience in soil assessment, remediation, earthworks and construction procurement. Together with the Head of Contaminated Land and Soil Resources  Eve White, who brings over 10 years’ of knowledge and expertise to the organisation, they and their team work on sites throughout the UK to provide practical solutions and assistance on a wide range of projects with clients ranging from major contractors to private land owners.

Description:

The role is also split between office-based / site-based working varying as to contract needs. Site-based works may be for weeks at a time and on alternate days with other alternate days spent in the office/s, equally work may involve being office-based for weeks at a time. It is imperative that the right candidate has the right mind-set, organisational capabilities and abilities to deal equally well with both decision-making tasks as well as completing and maintaining the necessary administrative aspect of the work whether this be in the office or on site.

A highly motivated, professional individual with a positive ‘can do’ attitude will thrive in this work environment and be able to enjoy variable and changing work tasks of different styles and complexity.

It is imperative that the individual is confident, well organised and has excellent communication skills. Qualifications:

An exciting opportunity has arisen within our business for a full time HR and Payroll Manager. PMC Soil Solutions works with major construction companies and smaller contractors to building and property developers or private land owners to deal with contaminated land, soil and resources and logistics.

The successful applicant will be expected to lead and develop the HR processes to ensure all areas exhibit best practice and help ensure that Line Managers have the support to help manage and develop their employees

Responsibilities: Employee Relations

·   Work closely with Senior and Line Managers, providing them with expert guidance, coaching and support on the full range of HR activities (including policies and procedures, terms and conditions of employment, absence management, restructuring of services, performance management, redundancy planning etc.), in order to ensure a consistent and fair approach to people management throughout the Group.

·   Keep up to date with legal developments and advise management on compliance and risk factors.

·   Manage investigations, disciplinary and grievance matters in conjunction with the Senior Management Team.

·   Provide advice and guidance on individual employee relations cases, ensuring that these are well managed and meet the requirements of the Group’s policies, best practice and employment legislation.

·   Develop, implement and maintain HR policies and procedures to ensure effective, fair and consistent management of staff throughout the organisation, and ensure that the staff handbook and contracts of employment are comprehensive and up-to-date.

·   Ensure that Managers and staff are aware of the policies and procedures and able to operate them effectively, provide training when appropriate.

·   Provide support to staff on HR issues, as and when required.

·   Monitor and review the system of performance appraisal and continually develop as necessary, ensuring that annual appraisals are carried out in a timely manner and followed up.

Former Gas Works Site

Previous examples of our work include the investigation of contaminated soil, groundwater and gas and waste characterisation works at a prime central London residential development site for a leading developer.

Historically the site was formerly part of a gas works and a transport depot and the residential development comprised multi-storey structures with basements with both hard and soft external landscaping.

Our investigation comprised the design and execution of cable percussion boreholes installed with dual aquifer monitoring wells and trial pitting. Principal contaminants detected included in soils arsenic, poly-cyclic aromatic hydrocarbons and hydrocarbons, ammonia in groundwater and carbon dioxide gas.

Liaison with the client’s site team and regulatory authorities in relation to the findings resulted in the agreement of a cost efficient remedial strategy which meant the majority of the impacted soils could be retained on site while mitigating any potential risks to future residents and the minimum volume of impacted waste soils required to be removed were fully characterised, efficiently transported and sustainably reused at appropriate off-site facilities without entailing excessive cost to the project.

The verification of remedial measures was effectively completed achieving successful regulatory sign-off of the development’s environmental planning conditions.

Residential Redevelopment – Greater London

For a main development contractor, PMC Soil Solutions reviewed and interpreted existing data on a former garage site then devised and agreed mitigation measures and validation criteria with the regulatory authorities.

PMC’s team of highly experienced consultants undertook the validation soil sampling of re-positioned site soils, off-site sourced garden topsoil prior to delivery to site and verification of topsoil quality upon delivery to site. Due to the rapid analysis of the soil samples, inferior topsoil was identified prior to purchase saving the client expensive reparation works.

The project concluded with the efficient, timely effective discharge of the redevelopment’s environmental planning conditions.

Freight Depot – West of London

PMC Soils Solutions was commissioned by a leading construction contractor to undertake their environmental remedial obligations of the project.

The project involved groundwater monitoring to ensure selected piling activities did not mobilize hydrocarbons dissolved in groundwater off-site towards sensitive surface water receptors, earthworks management and stakeholder liaison.

Under the CL:AiRE scheme PMC assisted the client to affect the successful reuse of soils enabling the majority of traditional soil disposal costs to be saved.

Railway Extension – East London

PMC Soil Solutions were asked to conduct a significant, large scale investigation for a leading tier one contractor at a railway extension site in the east of the capital. The dual aims of the investigation were to assess the nature and extent of potential contamination at the site within the footprint of the large scale excavation works and to assess the potential impacts upon the waste soils to be removed. The investigation consisted principally of cable percussion borehole drilling.

The site had former mixed industrial uses and the main contaminant found in both soil and groundwater was hydrocarbons. The main contaminant found in soils was asbestos fragments and free fibre but there were also areas of invasive plant species which required specialist treatment.  

The comprehensive investigation concluded in the full assessment of potential risks to future site users and resulted in the identification of cost saving options for the management of waste soils, including optimum excavation methodology and control measures for temporary soil storage on site.

Waste soils generated from the excavation were removed with full Duty of Care compliance and robust waste characterisation information giving the client significant cost savings as, if the previous chemical data had been used, it would have resulted in the over-consignment of the waste to a more costly category.

Residential Estate – Eastern England

In this case, a residential estate had been developed with garden areas extending over an infilled former quarry so we needed to undertake a Part IIA compliant contaminated land investigation and the phased stages of investigation encountered contamination by gas works waste with elevated cyanide soil concentrations in excess of human health criteria.

 

We provided clear interpretative information to the client, a key stakeholder in the development, and supported the regulators in the determination of contaminated land by significant possibility of significant harm (SPOSH) and offered cost effective, practical remedial solutions.

Logistics

We operate 18 No. 8 wheel ‘tipper’ lorries with 90% of the fleet vehicles being within 2 years old. All are fitted with the latest CRL safety equipment and driver aids to ensure we are able to safely deliver our services in congested urban environments.

Two of our latest trucks are fitted with the fully enclosed ‘Harsh’ Slide and Go automatic sheeting system so that we are able to remove problematic waste streams when required without excessive cost but within the requirements of the heavily regulated transport sector.

Our Logistics base is ideally situated in Barking within 5 minutes of the Docklands Transfer Station (DTS), Central London, East London, Essex and the Home Counties via the major trunk roads and motorways.

In addition to the investment of our fleet, all of our fleet are real time tracked which means that we are able to monitor performance, react quickly and report back to our clients so that the contract performance is always prioritized.

Furthermore, PMC Soil Solutions investment in the latest electronic ticketing system makes the waste soil haulage process as quick and easy as a parcel delivery service. The system allows our clients access to live tracking of loads and instant downloads of electronic waste transfer notes making the process as convenient and efficient as possible.

Driver Training 

Our drivers and drivers within our approved supply chain are fully trained, undertaking as a minimum both the Crossrail Driver Training course and Transport For London – Safe Urban Driving (SUD) course.

As part of our commitment to safety and FORS, we have made this a contractual requirement for our supply chain for such works which enables us to have greater level of safety training with control and flexibility whilst carrying out our operations.

Testing

Hazardous Waste:

Whether it’s initial testing or verifying, enhancing or completing the set of existing test results, PMC Soil Solutions can sample your waste soil and accurately tell you if it is Hazardous or Non Hazardous.

PMC Soil Solutions hold a current Mobile Treatment License for the treatment of contaminated soils on development sites. Our Approach

PMC Soil Solutions can carry out intrusive waste characterisation investigations and contaminated land investigations by obtaining relevant, representative soil samples and accurately testing them to provide a detailed assessment of the waste soils that will be generated and identify any soils suitable to be retained and reused.

If needed, we can also undertake gap analyses on third party chemical data or offer more detailed analysis of the chemical composition of waste soil in order to refine projected waste soil costs.

Our consultants are highly trained and experienced and PMC holds all the required insurances. We have non-licensed asbestos working endorsed on our contractors insurance policy, so if you find you have Asbestos Containing Material (ACM) in the soils on site, our team knows how to accurately investigate, sample, identify, quantify, assess and manage all aspects relating to soil resources whilst not incurring excessive landfill taxes or disposal charges.

PMC Soil Solutions’ trained staff and methodology in relation to soils containing asbestos fully comply with the Health and Safety Executive’s Notifiable Non-Licensed Works (NNLW) requirements.

For licensed asbestos works, PMCSS work in partnership with our approved suppliers to provide expertise, awareness training and a high quality service in this particular sector.

Through our quality approved supply chain we are able to provide services to monitor the concentrations of fibres in air giving peace of mind through UKAS accredited certification proving that our clients’ site operations are within the specified control limits.
